These are the exact thresholds.
X Town becomes a full network state when it has:
• a defined membership structure
• clear citizenship pathways
• alignment measured across values, behavior, and mission
• a population large enough to matter
• a differentiation between members, citizens, and stewards
The population must not be a Discord count.
It must be a verified, aligned, culturally coherent civic body.
This is the human core of the nation.
Threshold:
At least 500 to 5,000 fully aligned citizens or contributors with verified presence and recorded participation.
