The Census exists to:

• document who belongs to the Town
• track contributions and participation
• map the spread of IRL and digital presence
• verify citizenship stages (Resident → Citizen → Steward → Guardian)
• support governance legitimacy
• track growth of the network-state
• give the Town its “population metric”
